According to MLID, what does AMD give us? The combination of an 8 to 14% increase on working cycles and a 15-24% increase in power per CPU (IPC), can be a bit more than Zen 3. These should combine to provide 28- 37% more overall performance for single thread processors. This should allow for more or less the exact same load or even better overall performance.
AMD will prepare us for an intergenerational leap that will more than make up the long wait to get the new generation. Zen 3 was on the market for about a year and half. Zen 4 will come out in a few months. We can expect two years, but that is unlikely.
